NDIS Regional Pricing Changes: What They Mean for You

If you receive NDIS supports in regional or rural Victoria, you may have noticed changes to the prices listed in the NDIS Pricing Arrangements and Price Limits guide. These updates affect how much providers can charge for supports delivered outside major cities — and understanding them helps you get the most from your plan.

Here is a plain-language breakdown of what has changed, why it matters, and what you should do next.

Why Does the NDIS Have Regional Pricing?

Delivering disability supports in regional and remote areas costs more than in cities. Support workers may need to travel longer distances, there are fewer providers to choose from, and the cost of living in some areas affects wages and overheads.

To account for this, the NDIS uses a loading system — a percentage added on top of the standard (metropolitan) price limit. The loading varies depending on how remote your location is, using the Modified Monash Model (MMM) classification:

  • MMM 3–4 (regional centres like Horsham and Swan Hill): a moderate loading applies
  • MMM 5–7 (more remote areas like parts of Buloke Shire): a higher loading applies

Donald, for example, sits in a regional classification that attracts a loading — meaning providers like Country Care can charge a higher rate to reflect the real cost of delivering quality care in our community.

What Has Changed in the Latest Price Guide?

The NDIS regularly reviews its Pricing Arrangements and Price Limits. Recent updates have included:

1. Adjusted Loading Percentages

The percentage loadings applied to regional and remote areas have been reviewed. For some MMM classifications, loadings have increased slightly to better reflect the actual cost of service delivery. For others, the structure has been clarified to reduce confusion about which loading applies.

2. Clearer Geographic Boundaries

One of the most common sources of confusion has been which MMM classification applies to a given town or postcode. The updated guide provides clearer guidance and links to the official MMM mapping tool, making it easier for both participants and providers to confirm the correct loading for their area.

3. Support Category Updates

Some support categories have seen price limit adjustments that apply specifically to regional and remote areas. This includes:

  • Daily Activities (Core Supports) — updated hourly rates for weekday, evening, Saturday, Sunday and public holiday delivery
  • Community Participation — revised rates for group and individual supports in regional settings
  • Capacity Building — updated limits for therapy and support coordination delivered in regional areas

4. Travel and Non-Face-to-Face Time

The rules around claiming provider travel time and non-face-to-face support time have been updated. Providers in regional areas can claim reasonable travel time to and from a participant's location, subject to the limits in the price guide. This is particularly relevant in areas like Buloke Shire, where participants may live significant distances from their support worker's base.

What Does This Mean for Participants?

If you are an NDIS participant in Donald, Horsham, Swan Hill, Mildura or surrounding regional Victoria, here is what the pricing changes mean for you in practical terms:

Your plan funding may go further — or you may need a review. If the price limits in your area have increased, your existing plan funding may not stretch as far as it used to. This is a legitimate reason to request a plan review with your Local Area Coordinator (LAC) or NDIS planner.

You are not paying more out of pocket. The NDIS funds the gap between what you are charged and what your plan covers. Price limit changes affect what providers can charge, not what you personally pay — as long as your plan is adequately funded.

Your service agreement may be updated. If your provider's rates change, they are required to update your service agreement before charging the new rate. You should receive written notice of any changes.

Shop around if you are self-managed or plan-managed. If you manage your own plan or use a plan manager, you have flexibility to negotiate rates with providers — including rates below the price limit. The price limit is a ceiling, not a fixed price.

What Does This Mean for NDIS Providers?

For small and medium NDIS providers operating in regional Victoria, the pricing changes bring both opportunities and administrative responsibilities:

  • Review your rate schedule against the latest Pricing Arrangements and Price Limits document to ensure you are charging correctly for your location
  • Update service agreements with participants before applying any new rates
  • Check your MMM classification using the Department of Health's online tool — some postcodes have been reclassified
  • Ensure your invoicing and claiming reflects the correct support item numbers and price limits for regional delivery

If managing this alongside everything else feels overwhelming, Country Care's NDIS Business Support team can help. We work with providers across Australia on bookkeeping, payroll and financial administration — including staying on top of price guide changes.

How to Check the Current Price Limits for Your Area

The NDIS publishes its Pricing Arrangements and Price Limits on the official NDIS website. You can:

  1. Visit ndis.gov.au and search for "Pricing Arrangements and Price Limits"
  2. Download the current PDF or Excel version of the price guide
  3. Use the NDIS postcode tool to confirm your MMM classification
  4. Check the relevant support category for your area's applicable rate

Your plan manager, LAC or support coordinator can also help you understand how the changes apply to your specific situation.
